How can we have a better flow of traffic?

Traffic is terrible by East Fordham Road and Southern boulevard in the Bronx. In that section there are three way traffic there and in the evening it is very hectic there. Is there a way to modify that problem. You have buses, cars and all kinds of vehicles from the three directions going towards the Bronx Zoo area. Whoever is in charge of the traffic needs to either put an green arrow onto the light so one section will go while one section wait. Please that particular location need to be re-evaluate and fix. It's too much traffic there. You have to wait a long time to make a right turn to go towards the area by The Bronx Zoo to get onto the Bronx River.Then by The Bronx Zoo there is an amber light there flashing and then it turns to red for the traffic to stop. You have to wait for the light to turn back to amber again so the traffic will go again. Then when you drive forward to get toward the Bronx River, there are other cars coming around who have to yield the right of way, but some of them don't yield the right of way. This is a problem.
